Boost the socio-cultural development: Through the promotion and implementation of programs and projects, we seek to strengthen the social fabric, to promote the integration and growth of the communities.
Promote the arts, education and sport: We develop programs that span diverse areas such as art, education, sports and recreation, in addition to include technologies and applied sciences to cultural development, by promoting a comprehensive learning and accessible to all.
To strengthen the socio-cultural values: Our activities are designed to reinforce the principles and values that constitute the core of the communities, fostering a life more harmonious and supportive.
Develop research and studies: In order to continuously improve our impact, we carry out research and studies on issues of social and cultural interest, which allows us to offer the most effective solutions tailored to the needs of the communities.

November 12, 2024, the Honorable Concejo Deliberante de San Rafael awarded the title of Guest of Honor of the City of San Rafael renowned artist Edwin Salgado Villarreal. This prestigious tribute was formalized by the Resolution and Ordinance approved in the meeting of the Council, leaving the artist's name etched in the history of our city and bringing their legacy to a place of honor in San Rafael, Mendoza, Argentina.

The act of delivery of the distinction took place on the 14th of November in an emotional event in the seat of the government of the Deliberative Council, which was attended by local authorities and leading members of the cultural community.
